How to display sub menu items on main? Empty How to display sub menu items on main?

This display ONLY occurs once I have selected the -SERVICES tab and does not occur on the -HOME page.

I admit that there are so many configuration menus that I probably have simply missed something simple. Can anyone tell me how to get the sub menu items to display at all times?
